The current functionality of Remote Assist allows a user to call anyone in their organization who is on Teams.
What if I want to limit who can be called to a specific group? I want to assign remote assist to some users and limit their remote assist calling options to a specific subset of my organization so that only those who are qualified and trained on providing Remote Support are available to be called.
Is this possible? If so, how?

I believe you are talking about something called Information Barriers that is built into Microsoft 365 and Teams.

These documents describe what Information Barriers are and how to implement them. From your description I think these are what you need.
