Is there a way I can audit to see when o a workflow has been activated and deactivated?

Good day partner,
You could audit the process by OOB functions.
Go to Settings->Customizations->Custom the system->Entity->Process, and select "auditing" in process entity property form.
And then you will be able to get the auditing log of processes in "Audit Summary View".
