How does GP handle promotional rebates?

Our company sells Product ABC to the retailer. Product ABC has a rebate coupon for $2. That retailer sells it to Joe Blow off the street. Joe Blow fills out the rebate form and applies for the $2 rebate. Does GP allow us to issue a check to Joe Blow even though Joe Blow isn't in the system as a customer?
