When I attempt to print labels RMS populates about 1/2 of the labels requested. For instance 10 of the same items = 5 labels, or 10 individual items = 5 labels = 1 for every other item. Any one have any thoughts?

Which printer are you using.
How is that determined? It is set for 1 row and 1 column currently.
I have run into this before when the column section of the label format is wrong. Chwck that first... :)
