It's obvious that the problem is the connection with the server. What we don't know if it dosconects while the process of exporting the new database (while exporting data) or in the begining when you choose where the process creates the new store ops database.
You can increment the Timeout property in RMS HQ Admin from 30 to 60 seconds or more. If You have RMS HQ installed on the Database Server, try to do the process on the same machine, having all components there (like S_Market suggested). If You are on other POC, try to temporary disable any software that could block this process (like firewall, antivirus...). Also, if You are using logical name for the SQL Server, try changing it with IP address. ..
