Hi All,
We only have two users on LCS to access our Dev environment, can we increase the users number to allow more than two users to connect simultaneously , and which is the best way that allow all developers to work in parallel ?

The recommendation is to provide each developer an own VM and connect to DevOps for your source control. Working on one VM with multiple developers simultaneously is not supported.
Every developer must have their own development computer (deployed in Azure or by downloading a VHD with a DEV box),.
And developers collaborate by storing the completed code in the same VSTS project.
As mentioned by others, each developer needs their own dev system.
The code is checked in source control so that everyone can access the same codebase.
In addition to that, you will need a build server that builds the code from source control and creates a deployable package of your customizations. This package is then applied to test/prod systems.
