It may be the reason or there could be another setting that you are missing, as I can see this option in our dev instance, will look into further will update if I will find any setting for the same.
Unfortunately "Enable Tracking" does not appear in the Page Options section. I am on a trial version, so maybe that is why??

You can't do real time auditing but a workaround could be to use page tracking in portal, you can get some details like date/timd stamp, ip etc.

You can't do that portal is based on the contact entity so there is no way to use user entity for portal.
