Hi All,
Currently I am working on migration to Unified Interface and recently on the sandboxes where Release 2020 wave 1 is installed, I observed that if I create a new solution and add any existing entity (which has some bussines rules associated). but did not add any entity metadata.
On adding that entity in the solution, it by default adds the business rules in that solution.
Does any one have idea on this?

I couldn't find any such issues. I tried to reproduce the steps which you mentioned but for me it didn't add any business rules.
Could you please provide more details on this issue?
1. Is the issue reproducible in any vanilla instance which is 2020 Wave 1 enabled?
2. Are you facing this issue with any specific entities or with all of them?
If the issue is specific to the environment, I would recommend you to raise a support ticket with Microsoft.
