Unknown (Dummy) Item as pallet in Docking-then contents booked into Bins as individual Items

We have a scenario whereby we receive a pallet containing various damaged items from our engineers in the field. They are not fixed assets. The engineers do not list the contents on each pallet so comes to our docking area with only a shipping note. It can be a random set of Items. 
Thus, we are thinking to create a dummy Item number to receive the pallet and place in a holding rack/bin location. Once the contents of the pallet are opened and sorted into each of its constituent Item numbers they will then be placed into individual bins.
Use is made of warehouse scanners to pick and put away items; hence we are looking at optimal ways of doing the above on BC.
Initial thoughts is to use an Item Journal for the dummy item at the docking area. Then possibly creating an Internal Purchase order (dummy vendor) to put away the constituent Items into Bins.
 
Any other optimal ideas how this might be achieved

    Hi, If you just want to manage items and not operate in functions such as Item Journal, you can use Catalog Items.
    Dynamics 365 Business Central: Catalog Items
     
    Otherwise, as you mentioned, you can only adjust the real items through the Item journal.
