I can suggest a CTI solution like Tenfold. Tenfold offers integrations with more than 150 CRMs and phone systems. It offers features like click to dial and call pop ups and is really easy to set up. If you have a Security Role with the intended privileges, where you add all the users, then this would do.
You do not need to apply this privilege to all the roles, unless otherwise you have users those are not in the above Security Role.
We have like 10 users and 20 different roles so I would have to do that to every role?
In Custom entity tab of Security Role ,assign role for configuration entities.
