Is there a way to assign people with a user id. That at the end of the week/month I could run a report to see how many sales and quotes each person has processed?

In the user setup page you can add the users of the system and assign a “sales/purchaser code”. This is detail that is assigned to every order/invoice/credit memo
To have the actual “assigned user ID” on the documents populated you have to do it manually. You could modify the system to have this populated in an automated way.
