User's entity views suddenly disappeared

I have a user who's entity views have disappeared from the drop down, aside from their own view which is set as the default. When clicking on /manage and share views/, they are all listed there still. When impersonating them with levelup, the views sometimes appear but mostly do not, with no pattern that I can find. This user still has the same roles, and other users that have the same roles are not having this issue.

Hitting ctrl-f5 works, but as soon as they close the tab and try again, the issue persists.
