MS CRM 2016 Business Process Flow behavior

We have a Opportunity Business Process flow which have 3 Steps:  Develop, Propose and close.  There Is no requirement fields on any of the step.

When use the Next step button to move from Develop->Propose ->Close, It set the flag active on top of each step correctly.

But at the beginning when Develop is active and I use mouse clicked on Propose Step or Close step,  The SET ACTIVE button is disabled.  Is this behavior is correct?  Why can I set active this way?

Then when from Propose Step which the Set Active Button is disable and I clicked back on the Develop Stage, the Set Active button now Enable back.

Please advise this is how it work or there is something wrong with my Business Flow.

    This is the standard behaviour. You can move from one stage to another by clicking on 'next' only. if you click on stage name manually, it is just to show you, what set of fields/check list items are in there. Similarly, you move back to previous stage by clicking on 'previous'. In your case, by default 'develop' would be the active stage and will have a flag, when you click on next, 'propose' would be active with a flag and so on.

    You cant change stages by clicking on stage name.
