Field is Read-Only option does not work when Field label is on top

Open form customization for any entity. Make a field as read only. Ensue that the formatting option for section under which the field is set to Field Label Position on top.

In the form customization, the field should appear in light blue color (indication that it is read only.). however when label is placed on top of field, it is not happening.

 When field label is placed on the side, field appears in light blue color.

Note: on the Ui side, the filed is always read only whether the label is on top or side. however my client would want to know why there is a difference in this behavior on form customization.

See screenshot below. Field "Phone is made read only. When label is on side, the value field for phone is in light blue. When its on top, its white.

    I am having this too on my users form.

    I have tried label on top and on side and hidden.

    Can't get this field to be read only even after saving and publishing, etc. numerous times.

    Which is weird because I have done this on other forms.

    Did you ever figure out how to get it working?

    Looks like a UI bug, especially if it is happening for everything.  While it is something you should report, it likely wouldn't be something fixed until a next major build if the read-only aspect is functioning correctly.
