A requirement was given to me that is develop a report on condition based as example let say value is up than 1000 it shows that up than 1000 in red color(text). Is it possible.

Select filed color properties of the text box and follow this, If you need to change the color double click on respective color, text will appear.

Is the report that you refer to a SSRS report or one that you create in the Management Reporter?
In the Management Reporter you can color your amounts, lines and columns as needed out of the box without making a modification.
For SSRS reports, have a look at what Sergei shared.
