Can a user without a D365 licence edit / add or change Dynamics 365 security roles within the settings area of Dynamics?
I want to be able to edit and assign security roles or just access to the settings tab within CRM without having a Dynamics 365 Licenced assigned to my user - is this possible to setup multiple users to manage security roles without 365 Licences.

You can create Administrative user account: An Administrative user is a user who has access to the Settings and Administration features but has no access to any of the customer engagement functionality. It is used to allow customers to assign administrative users to perform day-to-day maintenance functions (create user accounts, manage security roles, etc). Since the administrative user does not have access to customer data and any of the customer engagement functionalities, it does not require a Dynamics 365 (online) license (after setup).
