I got an weird message when i am going to resolve a case record and the same message is appearing for all active cases.
Please suggest how could i resolve this?

When you refresh case is it in inactive state ? Try to disable your custom logic and see if it's working fine or not, if yes, you need to reconsider your changes.
Like Wei Jie Fun mentioned, the case is resolved by some background process (most likely async process - plugin or workflow) but the UI is not refreshed and that's why it allows you to Resolve but then the Close Incident request fails as its already resolved. I don't think its a bug in CRM, you just have to check all the processes and any async scripts to see if it resolves on certain condition.
