User not being pulled into Business Central

I have a client who has setup a user in their Microsoft 365 Admin Centre. The user has been assigned a license and has been setup the same as other users. However, when I go to the users list in Business Central and select 'Update users from Microsoft 365', the user won't pull through into the users list. I restarted the environment to see if it will kick start everything in the background, but that did not work.
 
Anyone know why Business Central won't pull the user into the users list?

    If your environment uses Azure AD security groups to control user access:
    Verify that the user is a member of the Azure AD group assigned to Business Central.
    Go to Microsoft Entra admin center → Groups → [BC access group] → Members and ensure the user is included.

    Hello,
     
    If a new Microsoft 365 user isn’t appearing in Business Central after selecting “Update Users from Microsoft 365”, the main causes are:
    The user doesn’t have a Business Central license.
    They’re not part of the environment’s Azure AD security group.
    Sync wasn’t run by a SUPER user.
    The user simply needs to sign in once to trigger creation.
    Fix: check the license, security group, and permissions, then try again or have the user log in directly.

    Like mr. OussamaSabbouh wrote what can be , also check if you are partner:
     
    • Delegate Admin rights
    • User who start update users need to have Dynamics 365 Administrator or Internal BC Admin  role also SUPER permission set

    Try accessing the environment directly with this user account. If there are no problems, the user will be automatically added when the environment is opened.
