Is it possible to customize login page for custom portal? I tried to find login page under Portals > Content > Web Pages but it isn't there.
I am new in Dynamics 365 platform, any guidance would be appreciated.

You can customize you login page using a CSS and the Java script. You can over write the default bootstrap.css file with your CSS code. But make sure that whatever changes you do it will be compatible with Mobile as bootstrap default support mobile rendering.

You can use Online CRM authentication, but you want custom user profiles and for public users profiles, you have to make custom login page and entity to handle.
