You can't add custom services with Dynamics 365 Human Resources. The reason is mentioned above by Juan. You can't deploy deployable packages with customizations. You can integrate with available public data entities. If you miss entities, you can vote on existing ideas or create a new idea: https://ideas.dynamics.com

I think this is a no. In D365 HR there is no access to the AOT so no custom development through X++ can be done. The only way I know to extend D365 HR is through model drive apps using the power platform.
