Customizations and Security Role Assignment Require App Pool Recycle

We have been having an issue in our production Dynamics 365 on prem environment where we need to recycle the app pool every time we publish a customization or assign a role to a user. It has been like this for years now. We do a good job of keeping up with patching so that doesn't seem to make a difference. Lately we've been adding more users and we don't like to have to recycle the app pool on the servers ever time we add a user or a role. Same thing with most customizations. Clearing browser cache doesn't make any difference so that isn't the problem. Our development environment doesn't seem to have those problems but it's only got one UI server. Does anyone have any ideas on how to fix this? Thanks.
