W1 is suggested, no localizations for UAE, Israel, Egypt etc..
Trident and Apht are others famous partners for UAE (usually these partners have a lot of reports ready to use); probably you will need to integrate NAV with an external\addon Payroll System.
there is no official localization for dubai.
you can start with w1 version and work together with a nav partner in dubai.
you start with www.nventeq.com/.../microsoft-dynamics-nav

* You need to create VPN Tunnel

*Create a new company
You can use "company" - create a new company in nav and can be use by switching
Eg : you have company A and company B
you can create 2 company A&B on NAV
A company users can use A company and B company users can use B company
