I have created a Dynamics App in my solution. As a System Administrator, I see the app, whereas a cutdown security role user cannot access the app.
The security role has read permission for App & App Config Master entities under the "Customisation" tab.

You have to give the App access using “Manage roles” from the list of Apps page.
