Budget - filtering by document type

Hi gurus
 
I'm trying to add a Daily Journal filter to remover voucher types from budget control.  The existing budgeting control is active.
 
I've added the criteria but the filtering does not apply/work.   Is there something else I need to do config-wise apart from just adding a filter?

    Here I've added a filter for daily journals
     
    And excluded ! not JNL
    When I put on a new JNL for £100.01 against a budget code with £100, I'll overspending by 1p.   In my head, it should not be budget checking the JNL document.
     
    Am I setting it up correctly.  The instructions say thats all I do but are there more steps or settings?
