If you want to install a local partner program, you must create the JP environment.

I have discussed this problem with the person in charge of Microsoft, and they could not understand that the company should install the Localization Package in region A to region B.
They think that if the Localization Package is applicable to multiple regions, then it is not a Localization Package, but a generic Package. Therefore, for the Partner, it is necessary to develop a new app suitable for each region. As far as I know, there is no such app in Japan at present, and it needs to be re-customized according to the needs, or port the existing functions.
