Is it possible to give a specific set of customers a voucher and to only allow them to use it once?

RMSynergy Advanced Loyalty from Davidson Richards offers this functionality.  You are able to create targeted vouchers for customers with expiry dates which can only be used once, and also have to be used by the customer who they were originally sent to.

The vouchers can be simply 20% off items, 3 for 2 promotions, and much more using both the RMSynergy Advanced Loyalty and RMSynergy Promotions modules.

This works either single store or across stores with HQ.  See www.davrich.co.uk for more details.

I do want to prevent them from using the voucher more than once.

It can be done. You would setup a new voucher item and then a new tender type for that voucher. Then you could issue a specific set of serialized vouchers on that new item that the system would track, just like a gift card.

Technically they could use the voucher more than once, but they can only use it up to the original amount it was issued for, then it would be invalid. I am assuming you want to prevent them from getting and using multiple vouchers - an issue we have with most internet/email couponing.
