I have an re-order reminder email setup in a Dynamic Customer Journey that is set to go to anyone that has a "last order" older than 10 months.
If someone can assist me with the above or let me know what I need to explain better in order to get an answer, that would be greatly apricated.

I assume that you'd like to set a time period condition on this filter, right?
If yes, you can set the segment as the following screenshot.
It allows to filter out the contacts who received the email in the last one year.

One other part to this is that I would like this to be a yearly email assuming there isn't a reorder.
This solves the getting the email twice which was the main thing, but is there a "relative date" time stamp setting? Rather than just the "Actual Date" or "Partial Date" options? I'd like to send this out yearly if there is no reorder.

Please create a dynamic segment to filter out the contacts who have received the email.

After going live the segment, when you created a new journey, you can set the segment as the exclusion audience.
For example:
It allows to ensure that the received ones will not be delivered again.
