I would like to lock users from adding new Sectors and Subsectors. I only want them to be able to select what is in the dropdown, not be a able to create a new Sector and Subsector. Is that feasible?

I am assuming that create permission is enabled for sectors and sub sector entities.
First Identify the security role which is assigned to the logged in User.
Open the same security roles (settings --> security--> security roles) and identify the sector and sub sector entity and remove the create and edit permission for both.

If your Sector and Subsector are custom entities then you can go to security role and deny create access privilege.
If your Sector and Subsector are optionsets (which i really doubt) then the users should not have access to customization in CRM.
