GP 2013 to GP2018 upgrade fails at second hop

I just completed the GP 2013 to GP 2015 upgrade on the way to GP 2018. I am now trying to upgrade from GP 2015 to GP 2018 and I am getting these messages. I noticed in the DB_Upgrade table there are three companies that do not exist in the SY01500 table. The DU000020 tables has the same three extra companies. The DU000020 also has a companyID of 0(zero). I have deleted the DU000030 table. The versions this list reference are on records for the companies that no longer exist. Is it safe to remove them and try the upgrade again? That is what I am about to try.

    I believe I found the issue. Looking at the DU000020 I found 5 companies that no longer exist in SY01500 but the databases still remain. This is why the ClearCompany script did not help. It appears someone used SSMS to remove these companies from the SY01500 table. I created a couple of scripts to cleanup the db_upgrade and DU000020 tables and now the upgrade is proceeding.
