Workflow Failing at Otherwise Step that it Shouldn't be Triggering.

Hello, 

I am hoping someone can help me figure out why this step in the workflow is failing, even when it shouldn't be triggering that step at all. The failure is saying that the quote cannot be activated because its not in a draft state, however the step that its failing on is specifically looking to see if the quote is in draft state. It should be skipping that step entirely since its not in draft state. Any ideas? TYIA.

    The triggers are new quote object creation or the change of one specific field called Extended Amount. 
    its a background workflow. Thank you!

    Is the workflow a real-time workflow or a background workflow?
    What are the trigger conditions for this workflow?
