Security roles changes after import from 8.2 to 9.1 Customer Engagement

We imported our organization from our 8.2 server to our 9.1 server.  I've opened the roles screen side by side in each version and noticed the role names are the same but the permission in many have changed.  Is this expected?
Will we have to audit all the roles before we cut over to 9.1?
