MR 2012 suddenly no longer works server cannot be found

I recently received a call that users could no longer run MR 2012 CU15. When they try to connect they are getting the message that it cannot connect to the server. I have asked IT and they claim nothing has changed. If I go to the server where MR Configuration Console runs I cannot run MR there as well. I have tried every trick and read every KB I can find on this with no success. I even reinstalled MR 2015 CU 15 both server and client. The only irregularity that stands out is when I ping the server. When I ping the server instead of getting back something like 192.168.0.120 I get back ::1: and that is all. I even added a hosts file and that did not correct this issue. Any clue as to what has happened here and how to get MR back online?
