Does anyone know how to use it in the reports ?
I need to do report similar to Daily Sales by Department where user can amend the report date, but I cant find the way of using it in actual Active Report in RMS.

How do you get a report to Start in collapsed mode. I can find no option for that.

Date Time picker is related to the column type that is being filtered by. If the column is a date type then the datetime picker will be used by the report generator. If the column type is a string or char then datetime picker is not used.
Some reports within RMS changes the time column to a string to do some alterations before the report is generated.
Also the Daily Sales reports are not like any of the other reports in RMS. They are summarized in the database and not by the report, so I would suggest that you start with the detailed sales report and use some summarization headers. Then have the report grouped by department, or date, or whatever column you need and start with all the details in collapsed mode.
