Sales tax and discounts in Illinois

From what I can tell, the State of Illinois is the only state in the country that requires any discount (voucher) to be applied BEFORE sales tax is calculated on the final amount.  

I have been unable to find any option to change the way (order) that sales tax is applied to a customers final total.  Is there a way to make this change?

tl:dr I need Total THEN discount applied THEN sales tax on new lower total.

    The coupon will only affect the sales tax if it has a tax assigned to it. So if you have a tax rate set for the coupon, then it will change the sales tax... aka not what you would want. So as long as the voucher/coupon doesn't have a tax assigned to it, it should not change the sale tax charged to the customer. If this makes sense
