How do I know where the data is and what tables are linked to each other. For instance if I want a deparmental budget for each department and I want to do it isn SSRS or tableau how do I migrate the date to a reporting database?

There are many ways to migrate data to reporting database, important thing is to know from where and what data you need to migrate. Install GP SDK it has documents to get idea of tables.

GL00200 is a Budget MSTR table

GL00201 is a Budget Summary table

You need to know how to use SSMS. For the tables you can install the GP SDK. You will find this in the install media.
