Power automate connection within Business Central

We have a user that has been granted a BC premium licence (and power automate free) but not a full microsoft office account. The account was just recently set up.
The user has no problem accessing BC but cannot access make.powerautomate.com   nor can a powerautomate be created from BC (it simply states there was a problem with power automate)
Authentication failed error on the make.powerautomate.com
The user can see the environment within admin.powerplatform.com and has also been given the roles system admin and environment maker. Still, flows cannot be created
The user has the necessary permission set in BC:
 
Any suggestions to help because the user should be able to access and use powerautomate with such a BC licence.

    Hi, Try creating a new environment in the Power Platform admin center. Then try linking the environment using the following method.
    Business Central 2023 wave 1 (BC22): Select a Dataverse environment used for actions based on Power Automate flows (Power Automate Environment picker)

    Hello,
     
    The user must have a Microsoft 365 license (Business Basic/Standard/E3/E5 or similar).
    A BC Premium license + Power Automate Free is not enough to authenticate to make.powerautomate.com, so Power Automate will always fail.
    Assign any M365 license → wait a few minutes → access will work.

    Yes, I had created a second environment already and added the relavant roles to it (system admin, env maker). But still cannot get power automate to work off BC.
     
    and make.powerautomate.com still has authentication error.
