Based on the MS schedule - April 05 is the release date , but I have not seen the changes in my demo environment.
I found this article but it seems it only applies to D365 CE.

Does anyone know how to enable the April 2019 release in D365 BC?

It's not available yet. Will been rolled out in the next weeks I guess.

Rollup of platform 14 is started from the end of last week. If your tenant is not yet updated it should be updated in the next days for sure. Check your admin portal if you have notifications for an estimated update period.
What about the On-Premise edition - how is enabled the new release?
For the on-premise edition you need to download the Spring Update package from here:
