Has anyone seen this happen before? I suspect it is because there is something wrong with the table in the email, I have checked the HTML of table and it is all valid.

the only time I saw something similar is when somebody tried messing with the css styles .
Is it happening to all emails or to that one only? If it's happening to all emails, is there an onload script attached to the email form? See if it's loading a css web resource or updating the styles somehow else:
