Does the user identity used when connecting to an organisation to deploy a solution require a license or can it be a non-interactive user? Alternatively, are there specific permission required in order to deploy a solution?

If you want to customize your Dynamics 365 system like operate on solutions, you need "System Administrator" role or "System Customizer" role.
You could refer to this Microsoft Doc for more description.
Go to Settings->Security->Security roles and then you could find Security roles here.
Only users with "System Administrator" role or "System Customizer" role could deploy solutions.
If you want to check the role of one user, you could go to Settings->Security->Users and open the user form, click on "MANAGE ROLES" and then you will be able to edit the roles of the user.

System customizer and system admin role required to import an organization in CRM.
If you are using on-premise then user must a deployment admin as well.

To deploy a solution you need to be a System Administrator. I suspect you also need an interactive licence unless you are programmatically deploying the solution via the command line.
