2013 FICA stops calculating at $3600 per pay period

Can anyone explain why a high paid employee would have FICA stop calculating at $3600 for the first pay period of 2013? This is GP 2010. The YE file  2012 has been created and Round 1 of the 2013 tax update has been applied.

    This happened because the user was running the first executive payroll for 2013 but the user date was still in 2012. GP just taxed the 3600 that was the difference between the annual 2012 and 2013 FICAS limits thinking that it was for 2012, even though the check date was set to 1/2/2013. A void of these checks in 2013 and a re-run with a user date in 2013 proved corrective.
