Thanks for all of your responses,
One of the observation that i find here this was happening because of the forms names were similar and in dev instance i have made one foms copy by keeping it's name original -OLD.
but after deploying this on the BR non working instance the form name becomes as original.
i have manually changed the form name and reassign business rule to original form and now it's working.

apart from the necessary checks like scope etc.
One of the main reasons why business rule stops working sometimes is if any field which is reference in the business rule has been removed from the form.
so see if all fields are there on the forms which are in business rule and scope is fine.

Could you please share your business rules logic. Meanwhile please follow below step -
- Deactivate and activate business rules.
- Make sure you have implemented else condition.
- Need to check business rules scope which you have set , set form.
- Need to check whether you are using any optionset of lookup value condition , in that case you need to reassign and assign again and then activate.
- Need to Check you are getting any script error by pressing F12 console tab.
- Verify your triggering condition are matches as per your expectation.
