I have an upgraded AX2012 R3 system (test!, not live) containing custom code and business data that I would like to use as the basis for a development system. Using AX setup, I installed a fresh AOS and created new databases. I exported the model store from the upgraded system and imported it into my newly created Dev system. Here is where I need some help. I expected that when I imported the model store, all of the configuration settings for the application would be set the same on both systems, but they are not. Is the configuration information stored with the business data? What is the best way to make the dev system match the original? It is not my intention to import all of the business data for this install.

As I indicated, I do not intend to import any data. I just need a development system based on my upgraded (yes, a fully completed data upgrade) data. I am just trying to create a duplicate system for development purposes. Importing the model store is the strategy outlined in the white paper "Deploying Customizations across Microsoft Dynamics AX". It just seems like an environment cannot be considered a duplicate without the application configuration settings being the same.
Of course that data (including configuration data) are in the business database, not in the model store database. The model store contains code and metadata (e.g. definitions of tables and forms).
The right approach is actually do a data upgrade - just trying to import data will fail if the database schema has changed in the new version.
