Does a client using Business Central have to have a Office 365 or Office 2016 license?

Have a new prospect for Business Central who uses Google Docs. Can they get Business Central without having an Office 365 or Office 2016 license?

If so, how are new users added to the Tenant?

    Yes you can. Users are added to the tenant via the CSP portal by the partner that activates the licenses.

    So confirming - When you provision a Business Central tenant it sets up an AAD Office Admin portal to manage the users and licenses but doesn’t by default give you Office 365 functionality. So users can run without Microsoft office but will obviously not integrate with Google "Excel" or any other competing office system. The Office Admin portal can be used to add Office 365 licensing if required after BC tenant spun up.
