Labor Variance Issue

I am getting a large variance for labor cost between standard cost and cost put into WIP for one item number.

Details:
GP 2010
Valuation - FIFO Periodic

Item A is made up of items B and C.  B and C are both phantoms.

Item A has a standard labor cost of $32.00.
Item B has a standard labor cost of $258.60.
Item C has a standard labor cost of $127.20.

It shows the stardard labor cost of A to be $32.00.  Which is correct.
It shows the labor cost put into WIP as $316.40.
This creates a variance of $284.40.

Why is it putting so much labor cost into WIP?  Where is it getting its numbers?
