I am trying to add the field service smartlist to users for use, they have access to the utility however when we click add to smartlist all the folder options for field service are greyed out.
What do I need to do to get this added to these users to see.

The check boxes of the 'FSS SmartList Utility' window are always grey out, they only indicate the progress of removing or adding the FSS SmartLists. They behave similar to a progress bar.
If you click the Remove or Add button, you will see the CBs being ticked from top to bottom.
Just click the 'Add' button and wait a couple of minutes, this action will create the Field Service SmartLists, you will see the check boxes being ticked while the SmartLists are added. If the speed of your systems are very fast you might see all ticked at once.

I had to create a security task for this. Judging by your description of it being greyed out I'm not sure this is your issue, but I just want to make sure you've added a task for your users/roles. Product SmartList, Type SmartList Object, Series SmartList Objects.
