I have created a Project & add a team member and resource hours against the Project.
Can I get the planned labour cost of the project without an assigned task? Is there any standard field in the system to calculate those costs?

You can use Quick Create to just input some values:
Unless you query the price list for a said customer and do the math to be include in these fields at project creation:
But later when you add a Task it will start locking them you will need to Save and Refresh to get the new values but you kind of lose the historical info there so not ideal.
I suggest using a template with Generic Resources with Roles assigned, where this ‘Role’ is inside a COST and or SALES Price List in order to calculate things in the system in a more streamlined way.
