Lösung gefunden:
Der RTC ersetzt Hexadezimalcodes in der URL (%## wobei ## eine Hexadezimalzahl darstellt) noch vor dem Aufruf des IE.
In meinem Beispiel sind nach dem <%> Zahlen, so das der IE das %## (# steht für eine Zahl nach dem %) in Hexadezimal übersetzt und somit einen "falschen" Wert ermittelt.
Wenn man alle % durch %25 (=Hexcode für das Prozentzeichen) ersetzt funktioniert der Link aus dem RTC.
Solution:
RTC replaces Hexadezimalcodes in the URL bevor starting IE.
In my example after the % sign there are numbers, which are interpreted as Hexcode, so the "wrong" URL is givven to IE.
Replace all % signs by %25 and the link works.
