All Emails Suddenly Read-Only

We are currently upgrading from 2011 to 2016. Everything has been going well on the 2016 server until all of a sudden the emails became read-only and nothing can be edited. I am unsure of where to even start to identify the problem. Has anyone run into this before?

The only possible related items are 1) I recently installed the email router although I haven't yet configured it in terms of incoming and outgoing, or 2) for some users when they try to click the email close button they get the error message below.

Any guidance would be greatly appreciated!
