Contacts from Data Lake

I have a customer that needs to connect their customer voice to gather contact information from external sources that are stored on their data lake.  Is there a way that Customer Voice can get this data?  For example...they are looking to send surveys to customers who might have purchased a product or has used a certain area of their site.  This data is not stored in Dynamics.  How can we connect that (other than leveraging Customer Insights).  Would this involve Flow?
