Error when recalling Purchase Requisition

I have a Purchase Requisition workflow that has no steps. I'm just using it to notify the purchasing agent about the requisition. If a requisition is recalled (due to a change), I get an error:

[Microsoft][SQL Native Client][SQL Server]Cannot insert the vlaue NULL into column 'WorkflowStepInstanceID', table 'xxxx.dbo.WF30100'; column does not allow nulls. INSERT fails.

If you click OK, everything seems to work. Do you have to have a step in the workflow?

I am using GP 2013 with Year End Update and Workflow 2.0 (not Sharepoint or Business Portal).
